A new revision of the forum rules

Dear Members,

it is my pleasure to tell you below all the new functions I have decided to activate in this community. These are the main new forum capablities:

- Members can now post links since first post instead that after a week.
- Member can now get points for posts or activities they do
- Draft is now enable while you're writing a new post or reply
- Code and Videos (Youtube still remain my fav) are now available for everyone in the editor
- Member can now have a signature for every new post
- Tags are now alloe for each new post
- Login validation time is now 60 minutes
- Show birthday enable since 7 days less
- File attachment
